The Challenge
In 2004 and 2005, a coalition of biotech and other pharmaceutical companies retained Forward Observer to help derail a series of California bills aimed at encouraging the importation of prescription drugs from Canada. These bills, if enacted into law, would have threatened the financial health of California’s biotech industry, yet activist groups had a compelling message that importation would reduce prices for consumers.
The Solution
Forward Observer reviewed all fact sheets, reports, and associated materials produced by the biotech industry and concluded that few of the arguments were targeted to the appropriate audience in California -- senior leaders in the executive branch as well as senior Republican and Democratic legislators. We worked with the industry to reshape and redirect its message.
Forward Observer conducted a thorough review of this issue from the Canadian perspective and uncovered significant concerns expressed by medical associations, government agencies, and pharmaceutical schools throughout Canada. Our analysis of the issue served as an insider briefing document and became the basis of an effective newspaper advertising campaign.
Forward Observer also independently analyzed the economic impacts of the importation proposals. In a paper published through the Pacific Research Institute, we concluded that widespread importation of prescription drugs from Canada would cost California’s economy up to $1.8 billion in lost revenues and indirect impacts, and up to 21,800 jobs.
The Result
The bills passed the California Legislature and were vetoed by Governor Schwarzenegger. His vetoes were not overturned.
